Secretary General Liu: The floor industry often says that "three points of material and seven points of construction", so the overall floor industry, accounting for more than 80% of the industry's standard management and advanced construction technology on the impact of project quality is crucial, because the construction link is the core part of the floor industry chain, the construction capacity of the floor construction enterprise plays a decisive role in the life of the project quality. The purpose of carrying out the construction ability assessment work in the floor industry is to further improve the management ability and technical ability of the floor construction enterprises, objectively and scientifically assess the construction ability of enterprises, standardize the construction standards of the industry, guide the development of enterprises in the direction of specialization, promote the standardized management of the industry, and ensure the quality of the project.

Since 2008, CFA has organized floor industry experts to prepare floor enterprise construction grade ability evaluation documents, and carried out construction grade evaluation business, and established a complete set of process specifications and system evaluation system. In the 10-year evaluation work, we have fully collected the first-hand information and materials of the representative enterprises in the industry, and have a full understanding of the overall construction level and ability level of the industry. It has also been unanimously recognized by the owners, general contractors and supervision companies, and has been identified as a prerequisite for bidding qualification in domestic large-scale project bidding activities. After more than 10 years of practice, combined with the current situation of the industry and the situation of enterprises, the preparation group was established in May 2018, and after several internal discussions, the preliminary draft was modified and improved, the content of the evaluation guidelines for the construction capacity of floor enterprises was strengthened, the chapter structure of the standard was adjusted, the content of the standard was detailed, and the consultation draft and preparation instructions were formed and reported to the Federation in July 2019. It has been approved and will be officially announced and implemented on June 24, 2020. The formulation and introduction of the standard will be able to further improve the management ability and technical ability of floor construction enterprises, and achieve the purpose of standardizing the construction market of the industry, guiding the development of enterprises in the direction of specialization, and promoting the standardized management of the industry by objectively and scientifically evaluating the construction ability of enterprises. At the same time, it can also enable the construction enterprises in the national floor industry to have a scientific, reasonable and feasible evaluation reference, and provide a scientific basis for the majority of owners and designers to select the floor construction enterprises suitable for their own needs in the chaotic and diverse floor industry market.

Reporter: Would you please introduce the grade of the new floor construction qualification? How is the qualification conversion between the old version and the new version implemented?

Secretary General Liu: The new construction qualification level is divided into: special grade, first grade, second grade and third grade. At present, the types of construction qualifications that floor construction enterprises have are the "Floor Enterprise Construction Qualification Grade" issued by CFA (A, A, B, C), the "Professional Contracting Qualification of Building Decoration Engineering" issued by the Ministry of Housing and Urban-Rural Development (mostly level 2), "Professional Contracting Qualification of anti-corrosion and insulation engineering" (mostly level 2), "Municipal public Works General Contracting Qualification" and other municipal phases Construction qualification certificate issued by Guan.

First of all, as an industry association, we are determined to resist this kind of counterfeiting, which is an issue of corporate integrity, the new version of the construction qualification certificate has an anti-counterfeiting design, and is attached to the two-dimensional code identification, which can be directly queried by scanning the code, and can obtain the electronic certificate at the same time. At the same time, the floor branch will timely publish the information of enterprises that have obtained the new construction qualification certificate on the website and the public number.

Secretary General Liu: The current floor construction has been very different from the traditional painting, has been developed from the original manual paving, polishing to semi-manual mechanized construction. With the rapid development of China's industry, the standardization requirements for industrial plants are also synchronized, and the requirements for the flatness, levelness, aesthetics, functionality, and applicable life of the plants are more prominent.
